Minutes of the Hordle Parish Council meeting held on

Monday 19th September 2011 at The Pavilion, Vaggs Lane, Hordle.

Present: Chairman: Cllr. David Ironside; Cllrs., Roy Bowring (vice chair), David Horne, Angela Meads, Marian Still, Janet Taylor, Reg Wareham and Malcolm Warne Holland.

Also in attendance: Clerk - Susan Whitcher and Minutes secretary – Sandy Smith, 1 member of the public and a member of the press.

1. Apologies for absence.

6. To receive and confirm monthly Payment schedule

This was received and confirmed.

7. To receive and confirm the bank reconciliation

This was checked by Chairman and it was received and confirmed by the Council with a balance in the business account of £81958.68 & the savings account of £67006.18.

8. To consider and resolve the issue of nuisance from peacocks within the parish

After a discussion on the relative nuisance of the birds It was agreed to see if they were still a problem at Hordle School. It was then proposed to proceed with the capture and re-location of the peacocks. This was agreed to by a 4:3 majority and 1 abstention. The Chairman then agreed to contact the school. The Clerk was subsequently requested to contact NFDC to confirm in writing if they will be taking any action on this matter.

9. To receive a recommendation from the pavilion working party:

That the council writes to Sports England to formalise that the use of the Hordle Sports Pavilion is for sports and community use.

It was proposed that the Clerk writes to Sports England to obtain their agreement for the Hordle Pavilion to be used for community activities, meetings etc as well as for sporting use. This was unanimously agreed.

2. Roberts Close – unauthorised car sales- the case has been closed following the installation of double yellow lines.

3. Southern NHS Trust annual members meeting invitation – 4/10/2011

ii. Clerk’s Report

1. Bench outside WI removed as very loose and broken – unconfirmed ownership, will contact all possible parties and action as appropriate. It was agreed to order 4 benches (as part of ongoing projects) one of these will replace the removed bench adjacent to the W.I. its precise site will be deferred until the play park refurbishment has been completed.

2. Plug plants taken to grow on by Brockenhurst College, New Forest Childminders and Hordle School.

3. War memorial stump grinding completed, to proceed with planting? It was agreed to use Cllr. Meads choice of plants through her planting supplier.

4. Autumn hedge cutting – suggest that the recreation grounds and road-side hedges owned by the council are cut by a contractor, thereby the elimination of waste materials, which is a problem to dispose of. Also they are very tall and the tops are above the height Paul can cut safely. The Clerk was requested to obtain quotes.

5. Pavilion alarm pads have been replaced due to several failures.

6. Pre-school are using portable panels to fence off entrance of the Pavilion- they are chaining them to the fence of the front green for storage between sessions.

7. Hordle play park – confirmed start date 3rd October 2011. 5 parking spaces are required adjacent to play park for a port-a-cabin; Bowring family bench – to be re sited if possible To confirm retention of WI gate latch post; confirm that contractors will soil and grass seed under safety matting, and turf adjacent areas where needed, to make good. All items agreed to by members. Council informed that they still required - signage, fencing and planting to scout hut and bins and benches. The Clerk was requested to post notices around the park and on notice boards to warn users of the impending works.

8. Hordle Parish Council banner – vinyl 1’x5’ £40 (with logo). Agreed unanimously

9. Staff holiday dates; handyman 24th – 26th October; Clerk 24th – 28th October &28th-30thDecember. Minutes secretary – 28th December.

10. Councillors invited to Hordle School on 23rd September10.00am for elections. Cllrs. Warne Holland, Sambrook and Ironside will be attending.

11. Chairman’s Report

The Chairman had nothing to report

12. Reports from representatives on outside bodies and working parties

i. Dudley Ave WP – Cllr. Horne informed the council that a letter has been sent to the consultant re the survey of Dudley Ave and a meeting will be called when he has received a reply.

ii. Pavilion WP – Cllr. Ironside reported a letter has been sent to the Community Association requesting a meeting with their representatives.

13. Councillors reports and questions

i. Cllr. Warne Holland offered the VDS ‘s services to draft a provisional response to the NEW FOREST NATIONAL PARK CONSULTATION DRAFT DESIGN GUIDE SUPPLEMENTARY PLANNING DOCUMENT. This will then be put before council for their consideration at an October meeting.

ii. Cllr. Bollom requested the Clerk to notify the council of the next Golden Hill meeting on 24th September and to advise that he is hoping to excavate/re-erect the milestone in Farmers Walks.

15. Reports by County/District Councillors

None

16. General Public Session

A member of the public expressed his disappointment at the decision reached concerning the peacocks. He also reported the difficulty collecting dog waste at Dudley Ave because of the grass length and advised that the light on the pole outside the pavilion appeared to be flickering. It was also suggested that a new seat be dedicated to ex district councillor John Hoy.

Cllr. Bowring suggested the Dudley Ave grass could be top cut- the Clerk was requested to obtain quotes for this.

17. To confirm the next meeting will be held on Monday 3rd October at the Pavilion Vaggs Lane Hordle.
