Minutes of the Council meeting held on Tuesday 6th September 2011 at

The Pavilion, Frys Lane, Everton.

NFDC Trees

TPO11/0289 – We leave this for the Tree officer to decide and provided it is for safety and the benefit of the tree

6. Proposal; to spend the balance of the War Memorial refurbishment budget on appropriate shrubs to enhance the fence line and remove the tree stumps.

After discussion it was agreed to pay a contractor to clear the stumps, which will be organised by the Clerk, and to select some suitable shrubs to visually break up the close-boarded fence adjacent to the war memorial monument –Clerk and Cllr. Meads to select.

7.Correspondence & Clerk report

a. Correspondence

1. Local resident circulated a note to neighbours regarding the pinch points on Ashley Lane

2. Letter from the HCA regarding the management of the sports Pavilion – would require confirmation that there are no planning constraints- outline planning permission. The working party will arrange a meeting with the HCA to sort out the plans

3. Letter received against coal yard application

4. Local resident concerned over lights on the footpath between Longfield Road and Everton Road – “causing light trespass is unacceptable” - this will be passed to the NFDC and the resident notified.

5. Planning Aid England launches new services – planning advice line – The Clerk will send details to all councillors.

6. Community Action Hampshire newsletter available in office - e-mail and web address to be circulated to all councillors

7. Councillors Guide to flooding available in office (one copy)

b. Clerk’s Report

i. Play park – provisional start date 3/10/2011 – pre-start meeting arranged for 19th September 2011 at 10.30am. Cllr. Meads submitted the planting order, which she has sent to the wholesaler, to the Clerk.

  1. Football club – have asked for 4 pitches to be marked up and permanent sockets used on the pitch adjacent to the MUGA – agreed in principle with Chairman will need to alter terms and conditions of hire - this was agreed by the Council.

  2. Playpark inspection re qualification required for Clerk and Handyman - this was agreed to by the Council

  3. Consideration for autumn tree/hedge maintenance – access to car park from Vaggs Lane – hedge outgrown and full of ivy has had garden waste dumped at base causing rot – consider its removal and replacement. It was agreed to cut back the hedge to stumps but not to replant at this time.

  4. Clerk to attend HALC clerks forum – Legal Updates 21st October 2011 – this was agreed to by the Council

  5. Notification from HCC that the ability to have a free website will be withdrawn to those parish council that have not taken up this offer – 31st October 2011 – to be passed on to Communications WP.

  6. NPA official move to the town hall Lymington on 7th November

  7. New Forest Leader programme looking for new small scale community projects to support. Details to be passed to all Cllrs.

  8. ALCiNF meeting 22nd September 2011, 7pm Cllrs. Meads and Still to attend. Agreed to raise and support the need to increase broadband speeds in rural areas.

  9. Community volunteers wanted to grow on Plug plants.

9. Chairman’s Report

i. The Chairman observed that parking at the Everton hammerheads seems to have ceased.

ii. He noted that there had been a good turn-out at Hordle Fete and thanked the Hordle Community Association and all the volunteers for their efforts. Thanks also given to Paul, the council handyman, for all is hard work.

iii. He requested the working parties to reconvene.

a. The Clerk was requested to arrange a meeting with the Youth Advisory Service.

b. The Communications WP have established a small following on Twitter and Face-book

iv. He asked the councillors who will be attending the ALCiNF meeting to see if anything can be done to improve broadband speed in the area.

10. Reports from representatives on outside bodies and working parties

i. Dudley Ave WP – Cllr. Horne has spoken to the head of Environmental Health who has requested firm proposals before she will give her views.

ii. Golden Hill WP – these will re-commence monthly from the Saturday 24th September. The Clerk informed the council that several goat willows which had fallen across the road needed clearing. This work has been done.

iii. Cllr. Still informed the Council the New Forest Consultative Panel stated that ragwort control has been poorly supported.

11. Councillors reports and questions

i. Cllr. Wareham thanked the Council for their support and the provision of an external water supply and thanked Mr. Paul Dennis for his considerable efforts.

ii. Cllr. Horne reported that the metal seat by the WI hall has come loose from its fixings.

iii. Cllr. Warne Holland noted that the rear access gate to Hordle C of E school has been cleared.

iv. Cllr. Sambrook has received complaints from wheel-chair users about the poorly dropped kerbs and car parking on pavements and overgrown hedges – It was agreed that this be put to the Communications WP

v Cllr. Taylor reported on a poorly parked car on Sky End /Muddy Lane junction

vi Cllr. Still queried why unaccompanied children were being charged to come into the Fete.

17. To confirm the next meeting will be held on Tuesday 19th September at the Pavilion Vaggs Lane Hordle.

Confirmed.

Under The Public Bodies (Admission to Meetings) Act 1960 section 1(2) the council, by resolution, exclude the public from the meeting whenever publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted or for other special reasons as stated.

18. To consider updating the CCTV system at Hordle pavilion and car-park.

After discussion it was proposed for the Clerk to seek further guidance.
