Parish Council Chairmans Notes

Hordle Parish Council is the local council responsible for the provision of certain amenities and services to the villages of Everton, Tiptoe and Hordle.

The new council elected in May agreed at a meeting in June to undertake a number of new projects in addition to completing some started by the previous council. The latter include refurbishing the area around the war memorial, producing a village design statement, upgrading and extending the play facilities on Ashley Lane, continued efforts to stop the sale of cars from the roadside and improve road safety in the parish.

The new projects are intended to address the issue of lack of public open space in the parish and the under utilization of the pavilion at Hordle.

Working parties are currently discussing how these issues can be resolved.

The Dudley Avenue site which was a landfill site is a priority for restoration so that it can be safely used as a public amenity. 

 The council is actively seeking additional land to add to the public open space in the parish, if you know of any land that may be available and suitable please contact the parish clerk on 01425 611119.

 The provision of allotments is high on the councils priority list but the speed or lack of it in providing allotments will depend significantly on land availability.

  For some time now it has been apparent to the council that we could improve communication processes in the parish, both formal and informal.

A working party is active in this area as well.

 The council has recently agreed to try to recruit professional youth workers for the coming school year so that we can maintain the youth club which has until now been run by volunteers. Without either volunteers or paid

staff we can no longer offer this important facility in the Parish.

The Parish council comprises 11 councillors, who are all unpaid volunteers and 3 part time members of staff. There are many social groups in the parish who also give of their time freely and willingly, BUT the

community/parish/social groups can all use more help and assistance tokeep this an interesting active place to live and to raise a family. If you can help or want to get more involved please let us know, its not all hard work and drudgery but social and fun.

Hordle Pavilion Working Party

The pavilion at Hordle recreation ground unlike the Everton pavilion is managed by the Parish council. The Everton Pavilion has its own management committee which is financially independent of the Council.

It is however, felt that the two pavilions are an underused asset within the Parish and the Parish Council has set up a working party with the brief to "advise the council on the transfer of the management of Hordle Pavilion to a community based management committee that will transition the pavilion into a financially independent community centre".

The council has agreed that the community association can carry out a feasability study to determine the best site for a community centre.

However, the Council has now had 2 working parties considering this issue in the last year, both felt that the best location was where the Hordle pavilion is today. The open spaces working party at the beginning of this year also conducted a community consultation process with public meetings and presentations, the resulting survey showed a significant majority in favour of the pavilion becoming the community centre.

 The pavilion was built with a significant element of Sports Council funding and we are seeking clarification from them as to the agreed management and use of the facility. However, the wording we have seen so far indicates that community use as well as sports use is permitted.

We have recently opened dialogue with NFDC and although the officer could make no firm commitments there was no fundamental objection to a potential extension to provide greater community facilities on the site.

 The biggest challenge to getting greater use out of the pavilion is to find volunteers to form a management committee who will both manage the buildings fabric and who will also take on the fund raising events needed to maintain and develop the pavilion. Hordle Play Park redevelopment

The play park project started last year with a full public consultation initially held at the Hordle village fete. This established the main theme of the park which was for a contemporary design to provide an all inclusive play space. Further improvements of the adjoining boundaries were also agreed to, to significantly enhance the overall area.

Following detailed planning and research into play equipment providers, designers and accessing funding the final design was placed before the parish council at the public meeting held on the 1st August 2011 and was unanimously approved by the council. Funding requests are at their final stage and it is hoped that this will be in place by mid August 2011 with the projected start time for the works to commence atthe beginning of September 2011.(Now confirmed as 3rd October).

Dudley Avenue Open Space Working Party

 This group has now been established with members from the parish council and allotment association.

The aim is to to restore the Dudley Ave recreation ground to create a safe public space that could be used for recreational activities, including amongst possible others; allotments, children’s play area and informal park land.

We are currently seeking advice from NFDC Environmental Health, the Environment Agency and other environmental consultants with a view to commissioning a further survey of the site to ensure that there is no ongoing risk associated with the previous landfill activity.

We are optimistic that once firm plans are in place for the scheme, generous external funding will become available to assist the parish councilin realising its ambitions in the next couple of years without having to draw excessively on our limited local resources.

 

Communications Working Party

 The council currently has a working party in place to look at the communication methods available and how they can make best use of them.

We are aware that there is currently a limited amount of information from the council to those within the parish and we are looking for ways to improve this. If you have any ideas we would be pleased to hear from you.

The working party has also been looking at some more informal ways of communicating information and has recently trialledtwitter and facebook accounts where local information can be displayed. If these sites are found successful and adopted by the Parish Council they will be used for promoting activities within the three villages and to update you with information about the council and its current discussions / projects.

Communication can be a one-way process, but we would prefer it to be two-way, so that we can have a better understanding as to what people in the parish want!

GRANDHORDLES NEWS

Following the successful launch of our Grandhordle project in March, we now have 15 Grandhordles who regularly come to school activities and we would love this number to grow.

The events the Grandhordles have attended since the launch are: Grandhordles launch with tea and entertainment; School tour and tea; Roast dinner and cream tea; School Fair and Festival;

Infants’ Languages Festival; Lower Junior Dinosaur Encounter (Church Hall);

Y6 Production Community Performance; Techno Week – Silver Surfers

Sports Week - Playing bowls with the children; Sports Day & Leavers’ Service

Grandhordles. As a local group we are very pleased to be able to support Hordle Primary School with their Grandhordles Project.

As a result of a successful grant application to the Hampshire and Isle of Wight Community Foundation we will be providing transport for clients who wish to attend the school functions. More details will be

circulated before the new school term in September.

Do you need to get to a medical appointment or visit a close relative in hospital?

If so then Hordle Voluntary Care Group would like to help you.

We have a team of drivers that will pick you up from home, take you to your appointment and return you to your home afterwards. We also provide transport to the ‘bathing service’ at the St John’s Ambulance

HQ on the Gordleton Industrial Estate.

There is a charge of 50 pence per mile.

All you need to do is call our Coordinator, Margaret, on 0845 388 9063.

Please leave a message if she is not available to answer the phone and she will get back to you. Please give as much notice as possible as thisis more likely to enable us to find a driver for you.

9th White Barn Challenge Trophy

In one word: FANTASTIC !

60 boules players, 9 quiz teams, really good raffle proceeds and a successful new liquorice sale. On the day we raised more money then ever (£491.81), but this year we had less sponsor-money to cover expenses. This, together with a nice income on the ‘Hordle Open Boules for Teams’ day in June, means that this year we again raised sufficient money to adopt another ShelterBox.

Earlier this year, the ShelterBox we donated from the 2010 proceeds has been deployed for victims of the floods and landslides in Colombia.

HORDLE GARDENING CLUB

Friday 22nd July saw the culmination of the best of our produce from our gardens to compete in the Annual FUN SHOW for the coveted cup and shield.

We were warmly welcomed by Chairman Mike who updated us on forthcoming events which were listed in this months newsletter.. the imminent outing being Tues 26th to Athelhampton house.

New sections added to the Show Schedule this year were jams, chutneys and victoria sponges which were very professionally judged by two seven year old boys Tom and Joseph from Hordle School with the aid of clip-boards and their taste-buds!! Also new was a photography section and many members got cameras clicking to take some lovely flower and garden shots..this section was jiudged by Alan Baker the secretary of Hordle photography club who gave good advice and tips on focussing and cropping.

The main event then arrived and we warmly welcomed our regular popular judge Roy Prior who went through all the vegetable and flower and fun entries with his usual humorous repartee, giving us do's and don'ts of growing and presenting.

The cup was won by PETER PRICE with his entry of runner beans and the shield was won by EUGENE NALON for his lovely vase of sweet peas .. two very worthy winners.

Roy was thanked for his inspirational efforts to encourage us all to keep on growing!!! and it was our pleasure to present him with a drinkable gift for his work.

Another very good and friendly evening with thanks to the committee for arranging a very varied programme.

What a busy year we are having. Since our last bulletin, we have enjoyed evening presentations from five excellent speakers and are looking forward to the varied programme of events lined up for the remainder of 2011.

Our scheduled speakers -

September (Rosemary Legrand - North Island, New Zealand) -

October (Steve Bradley - Autumn in the garden)

are well known for their presentation skills and their subjects will appeal to most folk who have an interest in gardens and the great outdoors.

Late in November, the club members will hopefully enjoy a Buffet Supper and Quiz/Fun night put on by members of the committee.

Annual membership runs from January each year and costs just £6.

As always, we would welcome anyone interested in joining us for the remainder of 2011 and into 2012.

All meetings take place at the Hordle W.I. Hall.

Our trips during the past three months have included visits to Passford House Hotel and Gardens in Lymington, the Gardens of Hinton Admiral House and a day excursion to Athelhampton House and Gardens near Dorchester.

All have been very well supported and much appreciated by all who attended.

The process of collating our programme of Speakers for 2012 has already begun. We always invite our members to put forward their interests for visits and speakers before the following year’s Programme is finalised.

"TAKE BACK YOUR VILLAGE"
The Hordle Parish Council recently voted for works on "un acknowledged" footpaths.
They did this on the remit of s.137 Local Government Act 1972.
To this end the clerk has instructed the handyman to "get on with it"
Today [3/8/2011] the path from Ashley Lane to Blenheim Crescent was cleared.
Bottles, bike bits, dog poo and a rotten cucumber were removed together with the other litter.

The path from Stoneleigh Avenue to Elvin Close has been started.
Domestic waste has been dumped there together with a Christmas tree!

Who owns the land? If it is Hordle Parish Council, then tell us.

Royal British Legion Hordle Branch

Celebrates the Organisations 90th Anniversary

Fifty people enjoyed a fish and chip supper, musical quiz and sing song at a recent Social Evening held at the Pavilion, Vaggs Lane, Hordle to celebrate the organisation’s 90th anniversary.

A Raffle was also held with proceeds going to the Royal British Legion’s nominated charities.

The organisation which was formed in 1921 to cater for the Welfare and care of ex-servicemen of World War One and their families is still very much involved in assisting personnel who have served in ALL conflicts since, today, providing much needed finance for the running of the rehabilitation centres set up by the Help for Heroes charity.

Membership is now open to all who support the aims of the RBL you no longer need to have served in the armed forces.
