Minutes of the PLANNING & ENVIRONMENT COMMITTEE meeting held on February 15th 2010 at Pavilion, Vaggs Lane. Present: Chairman;- Cllr. Ken Wells and Cllrs. Roy Bowring, Mandy Hayes, David Ironside, Peter Smith & Reg Wareham. Also in attendance: Mrs Sandy Smith – Minutes Secretary, Cllr.Terry and 7 members of the public
NFDC 95070 – the Chairman closed the meeting. 3 members of the public spoke against the proposal and letters of objection have been submitted. The meeting was re-opened. – Response 4 - We recommend refusal for the following reasons. 1. The application for a replacement outbuilding is spurious in that no previous outbuilding ever existed. The existing ‘ramshackle’ structure, concocted from a number of different materials including tarpaulins, came about to provide a degree of protection to the hull of a boat whilst it was undergoing construction and has been an ugly intrusion on the street scene for many years. The applicant, in our opinion, is attempting to make an application based on a false precedent. 2. A Design & Access Statement has not accompanied the application and no specific use for the proposed out-building has been specified. We would need to know whether the intended activity is suitable for the area or is in accordance with policy. There is no proposal before us to indicate access from the highway. 3. The footprint of the proposed outbuilding is larger than the host dwelling, its position between the house and the highway creates a precedent in this area. The proposal does not appear conducive to good street design and takes no account of the residential context. NPA 94858 - Response 1 – We recommend permission for the reasons listed below but would accept the decision reached by the National Park’s officers under their delegated powers NFDC Trees TPO 10/0027 – The Chairman closed the meeting 2 Members of the public spoke against the proposal. As the tree is not of an excessive size and appears healthy we feel unless safety is an issue there are no sound reasons to support this application. 2. We have doubts about the claimed ownership of the tree. 5. To consider the proposed removal of end of day bus service 192 (16.18hrs &17.15hrs) from Whitefield Road. Cllr. Wareham expressed concern for the few people who relied on the bus service to transport them and wished to find out what alternatives are available. After discussion it was proposed to support cutting the last 2 buses in the 192 service from New Milton, with a request to ask HCC what alternative transport arrangements were available for these bus users. This was agreed by a 5;1 majority with 1 abstention. 6. To discuss traffic management issues within the parish. The Chairman reported on the traffic meetings: – 1. The Meeting with HCC safety team, 22nd January 2. The Informal Liaison meeting with NFDC, 10th February 3. The Meeting of the Working Party for Pedestrian & Traffic Safety at Ashley Lane, 11th February. (The minutes of each meeting had been circulated to all committee members.) Cllr. Smith spoke against the pinch-point proposal in Ashley Lane unless it was accompanied by a proper raised pavement with kerb, a bus and coach lay-by with casual parking removed, a speed reduction to 20 mph from the roundabout to a point west of Stopples Lane and the replacement of the pinch point with a dropped kerb. After discussion it was proposed and seconded to accept the Working Party recommendation, “that Hordle Parish Council will support the ‘pinch-point’ with three riders, i) consideration be given to any parking in front of the pharmacy and ii) a recommendation to provide a bus lay-by with pavement, raised kerbs and a bus-stop and reinstatement of the bus shelter, iii) a recommendation to improve the sight-lines for vehicles exiting Argyle Court.” This proposal was passed by a majority vote of 4;2 with Cllrs Bowering and Smith voting against. Cllr. Smith also reported that the residents of Woodcock Lane with only 1 exception were against the virtual pavement proposed in the lane. The Chairman stated that Traffic management work to be carried out would be undertaken in the 2010/2011 Traffic Management Programme with funding for the Pinch-Points to be applied for from Developers contributions. The proposal will be to the Full Council with the recommendation of the Planning Committee. The Chairman stated that the Draft Traffic Management Programme proposed for 2010/2011 was nearing finalisation and it was therefore important to submit our list of priorities for the parish as soon as possible. The committee agreed the priorities as follows:- Priority 1. The pinch-point crossing together with bus lay-by, pavement, raised kerbs, reinstatement of the bus shelter and consideration for parking in front of the pharmacy and attention to sight-lines exiting Argyle Court. Priority 2. Provision of edge of carriageway markings along Wainsford Road, Everton, to the edge of the village and the Virtual footway in Woodcock Lane. Priority 3. Parking restrictions, double yellow lines, at the hammer-heads in the lay-by opposite Roberts Close, on the bend opposite the Crown Inn and at the entry to Middle Lane and East Lane, Everton. Also noted are the proposed Cycle Routes from Pennington to Hordle through Everton and Hordle to New Milton. Pending some safety concerns, these proposals require further investigation before instatement. Hare Lane: No Entry sign on to Ashley Lane via eastern leg at triangle. This is an outstanding issue from previous year and we would request intended action. The above Priories are therefore recommended to Hordle Parish Council by this committee. Cllr. Hayes requested contacting the Highways Road Safety Team regarding poor sight lines at Tiptoe Crossroads and to ask if any traffic calming measures could be undertaken. 7. Correspondence / Clerks Report 7.1. Letter of complaint re- site lines at Woodcock Lane /Everton Road junction Cllr. Ironside queried a response he has received from Cllr. Thornber and this was clarified by Cllr. Smith 8. Chairman’s Report. . The Chairman asked if there had been many responses to the request for participation in producing the Village Design Statement and was informed that there had been none so far but the Community News Letter might elicit responses. Cllr. Smith has requested the Clerk to contact Sway PC to arrange a meeting over Tiptoe as there should be some joined –up thinking for the village with the VDS. 9. Planning Decisions of NPA and NFDC
10. Councillors Reports 10.1. Cllr. Wareham requested clarification on the Street Lighting contract as he had contacted them in the summer and they had still not fixed the defective light. He will find out the current status. 10.2. Cllr. Smith reported an advertising sign on the fencing at the corner of Everton Road /Monteray Drive and the creation of 2 large accesses at the top of Woodcock Lane just past Woodcock House with the enclosure of part of the field in the curtilage of the cottage. This matter to be brought to the attention of NFDC. 10.3. Cllr. Hayes informed the committee that further information has been requested by the charity Commission re Tiptoe Green. 10.4. Cllr. Ironside enquired about the progress of the pot hole project and was informed that it would be underway soon and his assistance would be welcomed. He suggested Frys Lane needed considerable attention. He also notified the members that Dene Lodge, Vaggs Lane seemed very busy (unapproved commercial activity). 11. Public session: 11.1.A member of the public informed the committee that a)certain areas that had been re-surfaced during the summer were developing significant pot-holes. b) If trees need cutting near overhead power lines Southern Electricity will cut of the power while the work is undertaken. c) There could be a knock on effect to bus service cuts. 11.2. A member of the public suggested that any pinch points required priority marking for the traffic and that cycle ways could be compromised by parked cars. 11.3. A member of the public suggested if there had to be a virtual pavement in Woodcock Lane it should be on the left side from the Everton Road end as it would a) be a continuation of the main pavement just past Whitebarn Crescent. b)there was a wide piece of verge by the side of the ditch and c) the residents/visitors would still be able to park outside their houses without compromising the virtual pavement. 11.4. Cllr. Ironside raised the problem of having virtual pavement only down 1 side of Wainsford Road. 12.To confirm the next meeting on Monday 15th March, 2010 Confirmed The Parish Council Chairman informed the committee that as the Amenities committee was 2 members short he had received a request from Cllr. Ironside to transfer to Amenities with immediate effect and from Cllr. Hayes to transfer if possible with the new council in April/May. The Chairman thanked Cllr. Ironside for his efforts on behalf of the committee. The meeting closed at 9.55pm
