Minutes of the Council meeting held on Monday 3rd October 2011 at

The Pavilion, Vaggs Lane, Hordle.

6. To acknowledge the receipt of the Notice of Conclusion of the Audit.

This was acknowledged and the Chairman thanked the Clerk for her hard work

7. To consider potential projects that could be resourced from Leader funding.

After discussion some ideas were put forward:- dog bins, fencing at Golden Hill, several new items of play equipment for Everton play park, benches, new notice boards, improved broadband speeds within the village, improvements to Dudley Avenue grounds and renewable energy sources on local public buildings. It was agreed to submit ideas to the Clerk and these would be considered at the next meeting for submission for selection by the Leader funding group.

8. To agree to a request from Everton Pavilion Management Committee to temporarily place a skip adjacent to the Everton Pavilion.

This was unanimously agreed for a 7 day duration to be placed adjacent to the Boule terrain.

9. To agree hedge maintenance works to public open space.

It was unanimously agreed for the contractor to carry out the work as soon as possible on Hordle rec, Everton rec, Golden Hill and the Pound hedges, and the short length of hedgerow in Stopples Lane maintained by HPC. Topping the grass in Dudley Ave open space will also be included. Total cost of works approx. £1000

10. Correspondence & Clerk report

i. Correspondence

1. New Forest Keepers as guardians of the New Forest have raised concern over the cut in their numbers from 14 to 7

2. Note of thanks received for recent grant awarded to the local scout group

3. Village S.O.S competition to kick start community businesses – must be a member of Village S.O.S grants of .

£10,000 - £30,000 available (from Big Lottery funding)

4. NatWest Community Force initiative – vote for a local project to receive - £6000.

ii. Clerk’s Report

  1. 2013 review of parliamentary constituencies in England – consultation until 5th December 2011. Website address in the office.

  2. Works at Everton recreation ground play park and Greenmead Avenue entrance.

Adjust and straighten pair of steel gates adjacent to pavilion and supply and fit stops and latched to two pedestrian gates to the play park: approx £100

Supply and fit one oak post and pedestrian gate at Greenmead entrance: approx £320

Or fit gate supplied by us (metal): approx £150

Supply and erect 6m of picket fencing adjacent oak tree at Greenmead entrance: £145. It was agreed to proceed with all the work but to use our metal gate not have a new wooden one.

  1. Vaggs Lane entrance old hedge line – To continue with removal of old hedge. There has been no response by neighbours to the notification of this work. It was agreed to continue with the work as detailed.

  2. We are consultees re the Wind park off the Isle of Wight – to be added to the next agenda

  3. The Scouts have requested to use Hordle rec for a firework display. It was agreed to request more details for consideration at the next meeting.

  4. Work on the new play park has commenced and is on schedule.

  5. The planting at the War memorial is now complete.

11. Chairman’s Report

The Chairman stated he has received a petition to keep the Peacocks and the Clerk informed him there had been several objections from local residents as well as the school to their presence. The meeting was closed.

Cllr. Rice arrived.

2 members of the public spoke in support of retaining the birds and complained about the lack of publicity to discuss the matter. They were informed it had been an agenda item and was publicised in the usual way. The meeting was re-opened.

The Chairman clarified the process and detailed what had been agreed upon and undertaken so far, which was to approve a motion to capture and relocate the birds to a more suitable location ie a country park. All the councillors who had been absent at the previous meeting stated they would have supported the council’s decision. The Chairman assured the members of the public that at no time has there been any plan to harm or kill the birds and this had been confirmed with the contractor.

12. Reports from representatives on outside bodies and working parties

i. ALCiNF. Cllrs Meads and Still attended and Chief Inspector Lucy Hutson notified them of the local police station closures and the speed camera scheme operated by residents. The broadband issue has not been tackled yet.

ii. Dudley Ave WP – Cllr. Horne has received a response from a contaminated land consultant and will circulate his report prior to the next meeting (to be arranged)

iii. Pavilion WP – Cllr. Ironside stated a meeting has been arranged with the Community Association on Thursday.

iiii. Golden Hill group –Cllr Bollom. informed the Council that the 1st October working party had had a successful day.

v. Communications WP – Cllr. Pepper will arrange a meeting shortly

vi VDS – Cllr. Warne Holland notified the council of a meeting at NFDC to discuss maps with the mapping officer

vii Twinning Assos – Cllr. Pepper announced a fund-raising event on 7th November at Lymington C.A

13. Councillors reports and questions

i. Cllr. Warne Holland informed the council of a successful visit by himself and Cllrs Ironside and Sambrook to the school re elections.

ii. Cllr. Bollom informed the Council that Everton Garden Centre has put notices to keep HGVs away from Farmers Walk and he will inform highways that there is some hedging overgrowth in Everton.

iii. Cllr. Meads asked when the plants will be needed for the play park and was informed next week.

15. Reports by County/District Councillors

Cllr. Rice informed the council about;-

  1. The Localism Bill

  2. The National Planning Consultation document

  3. The Libraries review

  4. His support for the A337/Milford Junction Traffic lights.

  5. His removal of fly-posters.

He now supports the yellow lines in Everton and produced a copy for the Council of the Draft Mineral and Waste plan (Cllr. Meads is now studying this copy).

16. General Public Session

A member of the public queried the Autumn hedge cut and was informed it was the only time it will be accessible to a tractor. She also raised;-

  1. Community Speed cameras

  2. Traffic lights at Hordle Crossroads

  3. A 6ft 6in width limit for Woodcock Lane

  4. Concern for a copse along Woodcock Lane adjacent to Holly bush Farm and was advised

to contact NFDC Corporate Tree Manager.

The Council were also informed that Radio Solent were interested in the peacock story.

17. To confirm the next meeting will be held on Monday 17th October at the Pavilion Vaggs Lane Hordle.
