Minutes of the PLANNING & ENVIRONMENT COMMITTEE meeting held on June 21st 2010 at Pavilion, Vaggs Lane.

Present:- Chairman; Cllr. Ken Wells and Cllrs. Roy Bowring , Angela Meads, Alex Pepper , Peter Smith and Reg Wareham.

Also in attendance: Mrs Susan Whitcher – Clerk, Mrs Sandy Smith – Minutes Secretary, 3 members of the public and Cllr.Hayes.

95215 – the meeting was closed and 3 members of the public spoke for the proposal. The meeting was then re-opened.

Response 3. - We recommend PERMISSION, for the reasons listed below.

1. The church together with the church hall are situated on a large “traffic island” around which there are no footways. There are no footways on the surrounding highways, Vaggs Lane and Sway Road, giving a situation which is not conducive to safe pedestrian access. The increased use of the church’s activities and pre-school groups requires increased parking facilities and we feel the proposal is well merited. The scale of the proposal is in keeping with the facilities, the chosen surface materials, matching the existing, are not considered to threaten the character and quality of the New Forest. We recommend supporting the proposal

955223 – By a 5;1 majority Response 1.- We recommend PERMISSION, for the reasons listed below, but would accept the decision reached by the Planning Officers under their delegated powers.

5. Update on highways issues to include Everton Road crossroads

The Chairman moved this item as there was an interested member of the public who wished to speak.

The meeting was closed and he expressed his concerns re the ineffectualness of the works proposed by Hampshire County council to make the crossroads safer. The committee supported him and he was informed of

A scheme of traffic lights with a pedestrian phase which had been researched and costed by a member of the public and has been forwarded to HCC. The council are awaiting the results of a feasibility study for this scheme.

It was agreed to write to Mr. Critchel expressing the committee’s grave concerns on the inadequacies of the HCC submitted scheme, a copy of this letter will be cc’d to the leader of HCC and County Cllrs Rice and Kendall also to District Cllrs Lovelace and Tinsley. It was agreed to arrange a meeting with the school to discuss their thoughts on pedestrian phased traffic lights..

The meeting then returned to consider the NFDC planning applications

NFDC

95116 - Response 1 - We recommend PERMISSION, for the reasons listed below, but would accept the

decision reached by the Planning Officers under their delegated powers.

1. Provided the original ridge height is not exceeded by the new roof and dormers.

95520 – Response 5 - We are happy to accept the decision reached by the District Council’s Officers

under their delegated powers..

95521 – Response 5 - We are happy to accept the decision reached by the District Council’s Officers

under their delegated powers..

95561 - Response 4. We recommend REFUSAL, for the reasons listed below.

1. We agree with the officer’s comments particularly concerning the size and bulk of the proposal on this prominent corner plot.

                        2. The use of UPVC timber is also out of character to the area.

                        3. The additional roof height will also adversely impact on this prominent site.

4. Local knowledge informs us that gravel pits existed in this area on this site and careful consideration will need to be given to the in-filled site contaminant issue.

95564 - Response 1 - We recommend PERMISSION, for the reasons listed below, but would accept the

decision reached by the District Council’s Officers under their delegated powers.

                        1. We support subject to compliance with the 30% floor area rule.

95578 – by a 5;1 majority - Response1. - We recommend PERMISSION, for the reasons listed below, but would accept the decision reached by the Planning Officers under their delegated powers.

                        1. We see no demonstrable harm

95587 - Response 1. - We recommend PERMISSION, for the reasons listed below, but would accept the

decision reached by the Planning Officers under their delegated powers.

1. We note this condition can be dispensed with but have environmental concerns regarding the disposal of sewage discharge into open ditches at this location. The Clerk was requested to write to the Environment agency with the committee’s concerns.

95640 - Response 1. - We recommend PERMISSION, for the reasons listed below, but would accept the

decision reached by the Planning Officers under their delegated powers.

1. Subject to policy.

NFDC -TREES

TPO 10/0205 - Response 4.- We recommend REFUSAL, for the reasons listed below.

1. As a new chalet has been erected directly upon a root system where the oak tree has spread we would wish to be assured that no damage has been caused to this root system by the structure.

                        2. We are unhappy that the chalet was situated too close to the tree in the first place.

            3. As owners of the tree we would require to be fully informed of any planned tree works prior to commencement.     

5. Update on Highways issues to include: Everton Road crossroads; B3055 Tiptoe crossroads; Ashley Lane Pedestrian crossing point;       Village signs for Everton and Tiptoe.

The committee returned to discussing the rest of these issues.

5.2. A letter has been received from Highways with the proposed alterations to the Tiptoe crossroads and it was agreed that the sign changes would make it clearer but the Clerk was requested to thank them for their proposals but the committee have doubts it will solve the accident potential of vehicles exiting from Wootton Road as the sight lines are still very poor.

5.3. The plans for the 1st stage were displayed by the Clerk and concerns were express about the vulnerability of the bollards and after discussion it was agreed that if the ownership of the lay-by is passed over to Highways then the 2nd phase can then be considered by them as this 2nd phase is needed to provide a satisfactory outcome for the proposal. It was voted on and agreed to hand the matter over to Full Council with the recommendation of Planning. The Chairman used his casting vote.

5.4. The Clerk informed the committee that if the HPC required the signs soon the council would have to pay for them otherwise Highways could put them forward for latter consideration (although they would not be considered an urgent matter) and as this item was not within the planning committee budget it would have to go to Full Council.

6. Correspondence / Clerks Report

6.1. Vaggs Lane will be closed for road works on 25th June

6.2. Work due to begins on Downton Lane week commencing 28th June

6.3. Complaint re die-back on large TPO’d ash tree on Rec entrance – costings for work has been sought .

6.4. NFDC enforcement will be taking no action re the structure at 316 Everton Road until the result of the planning application is known.

6.5. The A337/ Milford road junction – the scheme for signalisation will be added to the Transport Contributions Policy list.

6.6. The SE Dorset transport study forms are available in the office.

7. Chairman’s Report.

The Chairman thanked Cllr. Bowring as his vice-chair and Cllrs Wareham and Smith as long serving members of his committee for their support over the years.

8. Planning Decisions of NPA and NFDC

None

9. Councillors Reports

9.1. Cllr.Pepper informed the committee that she has started the footpath survey but will only report when it is complete.

9.2. Cllr. Bowring thanked the Chairman of planning especially and all other members for their input.

9.3. Cllr. Smith thanked the committee members for their level of expertise but was concerned that this may not be put to such good use in the new structure.

9.4. Cllr. Meads said she had found the time on the committee very interesting. She reported that cars are still being sold at Everton green and the signs advertising Hordle Lane Nurseries are still around the parish. Cllr. Smith will check if the owner has contacted planning as advised.

10. Public session:

11. To consider how to include Planning and Environment items within the new full council meetings

Several suggestions were discussed and the Clerk advised some planning training for all councillors to familiarise them with the planning issues on which decisions need to be based and which responses need to be used. This was agreed.
